Vermont used paper ballots for voting in most of the towns and villages; some had scan readers for counting. Old hands (that would be the Woodchucks) used a pen to mark the ballots. That countered the old joke about Republicans marking hard with a pencil making it difficult to erase. True? I don’t know.
